notify a user before they join, if a blocked member is present in the room list ( this is for servers and clients )

If a user is banned from joining a room, they cannot become a member of that room anymore until their ban is lifted. Could it be that you mean users you ignored for yourself, so your clients hides all messages of these users?

(I’m asking to avoid further misunderstandings, because, to my knowledge, the term “blocked” is not used by the spec & by any clients I know. The spec & Element-based clients use the term “ignored”, see here).

Well, I assume it's because @theotheroracle wants actual blocking, not the ridiculous abused-prone 'ignoring' that Matrix and other federated services have which doesn't help anything, blocking would be better than just ignoring as it stops abuse.

But yes, for the sake of argument 'ignoring', though really there should be a way to actually block a user and making them unable to see your messages too, not just being unable to see theirs.
